we faced the similar circumstances , we  had given an advance of  $ 1000 and were promised the project in 15 days which was not delivered even after  4 months and we had to pay for the server hosting charges without any work being done on the server.

But we did not succumb to the extortion of the omninos solutions and  chose to scrap our project and start with the new company.
they did not gave us any refund either and we lost precious time and money.
